Abstract

"Combining oral histories with decades of archival material, Village Work formulates a sweeping history of twentieth-century statecraft that centers on the daily work of rural people, local officials, and family networks, rather than on the national governments and large-scale plans that often dominate development stories. Wiemers shows that developmentalism was not simply created by governments and imposed on the governed; instead, it was jointly constructed through interactions between them. The book contributes to the historiographies of development and statecraft in Africa and the Global South by emphasizing the piecemeal, contingent, and largely improvised ways both development and the state are comprised and experienced, providing new entry points into longstanding discussions about developmental power and discourse, unsettling common ideas about how and by whom states are made, exposing the importance of unpaid labor in mediating relationships between governments and the governed, showing how state engagement could both exacerbate and disrupt inequities. Despite massive changes in twentieth-century political structures-the imposition and destruction of colonial rule, nationalist plans for pan-African solidarity and modernization, multiple military coups, and the rise of neoliberal austerity policies-unremunerated labor and demonstrations of local leadership have remained central tools by which rural Ghanaians have interacted with the state. Grounding its analysis of statecraft in decades of daily negotiations over budgets and bureaucracy, the book tells the stories of developers who decided how and where projects would be sited, of constituents who performed labor, and of a chief and his large cadre of educated children who met and shaped demands for local leaders. For a variety of actors, invoking "the village" became a convenient way to allocate or attract limited resources, to highlight or downplay struggles over power, and to forge national and international networks"--

Abstract

This handbook provides an authoritative study of European decentralisation, taking into account, from a territorial perspective, the different political and administrative traditions in Europe (Continental, Anglo-Saxon and Ex-communist States) and the cleavages North-South and East-West. While in recent decades most European countries have implemented devolution policies trying to tackle different political, social or bureaucratic problems, some others have instead regionalised their territory, applied federal or pseudo-federal reforms and strengthened the role of subnational governments. This volume analyses decentralisation in these countries using different variables including history, territorial organisation, civil service and financing, and reveals how this phenomenon leads to complex intergovernmental linkages. The evolution of territorial decentralisation, the political tensions between centre and periphery, the autonomy of the subnational governments and their functions and competences, the tools of co-ordination and co-operation, and the features and role of civil service are the main issues studied here with an interdisciplinary approach.

The period from 1960 to 2000 was one of remarkable growth and transformation in the world economy. Why did most of Sub-Saharan Africa fail to develop over this period? Why did a few small African economies succeed spectacularly? The Political Economy of Economic Growth in Africa, 1960-2000 is by far the most ambitious and comprehensive assessment of Africa's post-independence economic performance to date. Volume 1 examines the impact of resource wealth and geographical remoteness on Africa's growth and develops a new dataset of governance regimes covering all of Sub-Saharan Africa. Separate chapters analyze the dominant patterns of governance observed over the period and their impact on growth, the ideological formation of the political elite, the roots of political violence and reform, and the lessons of the 1960-2000 period for contemporary growth strategy.
